Nestes exercícios, basta mudar a ordem da colocação da frase, usando os mesmos verbos e pronomes. Assim, o que era uma frase composta por:
Sujeito + Verbo + Complemento
Quando mudada para uma interrogativa, fica:
Verbo + Sujeito + Complemento

Sempre que formos colocar frases em inglês no negativo, nós precisamos colocar o verbo to be + not. Portanto, a primeira seria: Mr. and Mrs. Lee aren't wearing hats.
Quando formos mudar do negativo para o afirmativo, basta retirar o not do verbo to be, ficando dessa forma a segunda questão: It is raining.
E o Present Continuous é basicamente você adicionar -ing ao final dos verbos. (Tem uma certa regra para cada terminação, mas nesse caso, todas as questões já possuem o Present Continuous).
